Default Option for Download Headers and then Full Items in Registry or GP

This can be set via group policy. See OUTLK11.ADM (or OUTLK11.OPA if you
want to tie to your MST as the "default" user preference) The ADM/OPA is
part of the Office Resource Kit that can be downloaded from Microsoft.
