Get the free PFDavAdmin tool from
http://www.microsoft.com/downloads/d...4-E2422C0AB424. It can manage mailbox folder permissions, as well as public folder permissions.

I can grant global rights to a user via the Exchange store but that seems
heavy handed and only really for emergencies or in a test environment.
