Correct. The Contacts view of the Navigation Pane will show all Contacts
folders on the same level despite the hierarchy. Only the Folder List view
will show them as subfolders.

anyway, I deleted one of the higher level contact folders
thinking it was empty but it also deleted the sub folders at the same
time.

can I undelete the contact folders I did not want deleted?

Open Deleted Items and drag them back to your folder list.
