ok, I may have re-worded it incorrectly then

When I hit "to" and click the dropdown under "Show Names from the"
this is what appears:

Outlook address book
-contacts

I click on "contacts" but none of the actual contacts display on the
left hand side panel. It's just blank.

This indicates to me that you're referencing the wrong Contacts folder.
Click ToolsE-mail AccountsView or change existing directories or address
booksNext. Select the Outlook Address Book service and click Remove. Stop
and restart Outlook. Click ToolsE-mail AccountsAdd a new directory or
address bookNext. Select Additional Address Books and click Next. Select
Outlook Address Book and click Next., then Finish. Stop and restart
Outlook. Now right-click your Contacts folder, choose Properties, select
the Outlook Address Book tab, and check the box labeled "Show this folder as
an e-mail Address Book". Click OK. Now open a new message and click To.
Select the Contacts folder from drop-down. Do things look any better?
