You'd have to use a Windows Rights Management or some similar content protection scheme.

Reason (makes it easier to understand the question):
I am working at an office in China. All emails are, by rules in Outlook,
auto forwarded to an office manager. For a non-Chinese person this is a
violation of the privacy. It's an office policy so it's not for me to change.
However, I would like to be able to send emails that are not auto forwarded.
