How do you know it doesn't get sent?

Click ToolsOptionsE-mail OptionsAdvanced E-mail Options. Do you have "In
folders other than the Inbox, save replies with thoriginal message" checked?
If so, that's why the replies appear in the same folder at the original -
because you told Outlook to do that. It's not a sign that the replies
aren't being sent.
