Why don't I have UTF-8 encoding system in OE6?

When people send me Farsi emails, I should read their emails using UTF-8,
but now, using OutlookExpress 6, when I go to view Encoding more
I don't have any UTF-8 option. (While I have it in Internet explorer:
view encoding)
What should I do?
