while the opennew command uses:

I have XP but that's interesting. I don't have a "opennew," for URLs,
just plain "open." What would the difference be?

I haven't installed IE7 yet, so I can't say what would be appropriate
or
what not in that case, but one would need to look at a machine that
exhibited the problem to be able to determine what the problem was. As
to
the double reboot, that might be needed if something like Windows
Defender
is installed.
You'd think that if a double-reboot was vital, Windows would tell you
to do so when installing. I've never had the dead link problem with
older versions.
Given a long-standing experience with MS products, I wouldn't expect
Windows to cover such situations, especially right after product release.
