Lock toolbars in OE
You can't do that, but what you can do is create a registry backup and when
the toolbar gets messed up, then restore the registry information and that
should fix it.
The toolbar settings are under this registry key:
HKEY_CURRENT_USER\Identities\{GUID}\Software\Micro soft\Outlook Express\5.0
Where GUID represents your Identity number.
You can backup the entire key, but the values are listed under that such as
"Saved Toolbar Settings".
So if the toolbar gets messed up, the user can probably just close OE and
then click on the backed up reg file to merge it back into the registry and
that should then restore the toolbar settings.
I haven't played with this but it should work okay.
You might also try editing the backed up file with Notepad to include only
the information that involves the toolbar, so other settings won't be
affected. Then just stick it on the Desktop and tell the users to close OE,
then click that, and then reopen OE to fix the problem.

Is there a way, possibly in the registry, that once set, the toolsbars

remain locked? Pehaps this might be a good suggestion for the wishlist for
OE
