I can't find "Set Program Access and Defaults" under
START | All Programs
in XP, though I looked in both XP Pro, Service Pack 2, and XP Home,
Service Pack 1.

By START, I assume you mean the Start button in the lower left corner
of the XP desktop, right? I must say that, though I have worked with
XP for a long time, I have never noticed an entry
START | All Programs | Set Program Access and Defaults

So what's my mistake here?
