I get the same error message but it is due to Outlook trying to send/receive
from an account that should only receive mail. I can't find a way of
disabling the auto send/receive process from trying to send to the account.
I get 6 'splash' boxes asking me to enter my network password. This process
happens every minute. The only way to bypass it is to close each window using
'X' button.

Despite what the tech said, clearly the server (which is the true authority)
disagrees. Whatever username and password the POP server is receiving do
not match the credentials the POP server expects somehow.
