Default Error on POP3 receipt

I have a very strange situation with Outlook 2002 on a Windows 2000
Advanced Server through Terminal Services. I wish to note right now,
that I regularly do all OS and Office updates. So, they are all
up-to-date. Also, there is no Exchange Server.

The following situation is only occurring for 1 of our users.
When receiving mail through POP3 his account has started erroring out
with the message, Task 'Receiving' reported error (0x8007000E) : 'Out
of memory or system resources. Close some windows or programs and try
again.'

I have taken the following measures to no avail (not in the following
order though).
1) Ran the Outlook repair utility.
2) Ran the Inbox repair utility.
3) Backuped his Inbox. Detached it and recreated a new inbox.
4) Compacted the Inbox folder.

Nonetheless, the same error occurs. Note that this is not happening for
any other user on this server. Note also that his Outlook client on his
laptop is working fine.
BTW, also note that when I use an IMAP Inbox, it works fine.

Does anyone have any ideas how to fix this situation?
