Default Missing mail folders after reinstall of OS/Outlook

One of my user's systems was trashed, running extremely slowly and hit
by the Stration virus, so I removed the virus and did a clean reinstall
of XP and Outlook. After reconnecting to our Exchange Server his 93MB
..ost is recreated but his mail folders are gone.

Eight other accounts were re-installed in the same way and all folders
have returned. One of the accounts was also hit by the Stration virus.
There seems to be something different about his account.

I have deleted his .ost several times and it rebuilds 93MB of data each
time but only shows the email received after his machine was reinstalled.

A different laptop was used to install Outlook and connect to his
account and he again gets a 93MB .ost but only the newer email is viewable.

I've run scanpst and no errors were reported.

Does anyone have an idea of what could be the problem?
