how do I combine my two Outlook address books into one?

Before doing anything, you should backup your PST. You can do this within
Outlook by clicking on File, and then Backup... Follow the prompts from
there.
In "Folders" view, you can open Contacts1, press Ctrl-A (Select All) to
select all of those contacts, and then press Ctrl-X (Cut).
Then open the Contacts folder and click Ctrl-V (Paste).
All of the contacts from the folder "Contacts1" will now be in the folder
"Contacts".
If there are obvious duplicates, you may want to delete them from Contacts1
before doing the above.
Once all of the contacts are in the Contacts folder, you can delte the
Contacts1 folder.

There is no address book in Outlook. Only Contact Folders.
