Default remove Outlook from startup for 'limited' user, but keep it fo

limited user doesn't want it to open until he chooses to open it.

Did you also look in C:\Documents and Settings\All Users\Start
Menu\Programs\Startup? I said you should look there and well (as
Administrator) and remove the shortcut if you find one.
