Default Hidden folders

Re- Outlook Express 6.0
I have a picture, Dog.bmp, located in my Default Pictures folder.
If I want to add this picture to an Outlook Express Email I cannot use the
‘Browse’ option to follow the path to Default Picture, I can only get as far
as the All Users folder.
Path Is: C:\Documents and Settings\All Users\Application Data\Microsoft\User
Account Pictures\Default Pictures

Re- WindowsXP Pro SP2,
If I try to find ‘Ddog.bmp’ by going to Start,r/click Explore I can still
only get as far as All Users . If I double click here, no Application Data
folder is shown to allow me to proceed to open the next folder..

How can I open this ‘Explore’ path all the way to Default Pictures so that I
can :
Add ‘dog.bmp, to an email by going to OE/ Add picture/ browse, or find
‘dog.bmp’ by going to Start,r/click Explore and get all these hidden
folders to show?
In other words how can I get all the folders to display?
