Outlook 2003 Auto Retrieve of Emails
Hi
Yes, Outlook.exe is still running as a process but not as an application. I
normally close Outlook via the X in the top right hand corner.
When I try open a URL, I get the File Open dialogue with Outlook looking for
an exe file.

Not possible. Outlook must be running to download mail.
After this has happened, the mail backup routines fail with a message
along the lines of "another program has locked part of your email
system".
More proof that Outlook is still running. Use Task Manager's Processes
tab to see if "OUTLOOK.EXE" still appears. Also make sure that if you
have a PDA that you have uncradled it.
Finally, Outlook will no longer open a URL embedded in a message. I've
looked into the Security settings but cannot find anything obvious.
What happens when you try?
