Default Outlook 2002 unable to Send via POP, Receive is OK

Did that already as well =) but no effect.
Also downloaded Norton unstall tool to verify it was all gone. no effect.
Also created a new Outlook profile. no effect.
I am currently trying to figure out how to more thoroughly uninstall Outlook
to be sure whatever Norton messed up is really gone.

Well in that case uninstall Outlook and reinstall Outlook.

Norton is completely uninstalled, and the Windows Firewall is disabled.

I would Check the third party apps like Norton. Try to uncheck the option
in norton where all the outgoign mails are being scanned.

Outlook worked for me before but a few days ago (when I arrived in
Chad, and therefore have a new mail server to interact with) both
receive and send stopped. I found online that I should disable email
scanning in Norton, I did that and receive started working. I have

The mail server here uses SSL on ports 995 and 465.

The error message is:
Task 'SIL (Field) Email - Sending and Receiving' reported error
(0x800CCC60) : 'Your outgoing (SMTP) e-mail server has reported an
internal error. If you continue to receive this message, contact your
server administrator or Internet service provider (ISP).

Like I said Outlook Express works fine so I think it may be an issue
with Outlook config that is not ettign cleaned up at uninstall. Other
people here on site have no problems with their mail.

Any ideas, or help would be appreciated!
