Outlook Express always uses the same account for replies and forwards
that downloaded the message. The default account is used for new
messages.
If the multiple accounts are aliases for the same server POP3 account
(They have the same settings at Tools, Accounts, Mail, Properties,
Servers for both Incoming POP3 server AND Incoming Account Name), then
there is an easy fix for this. At Tools, Accounts, Mail, Properties
General, Uncheck the Include this account for All accounts Except the
Default one. Then the default account will download all the mail and
will therefore be used for replies.

I have 2 Verizon email accounts. When I do a Reply (or Reply All or
Forward) in Outlook Express, the From: address will be either of the 2
accounts with no apparent pattern. The Reply Address in
ToolsAccountsProperties is set to the default address for both
accounts. I have Trend Micro Anti-Spam and Symantec anti-Virus email
scanning but the behavior persists even if I uninstall/disable them. I
have OE 6, IE7, Windows XP Pro SP2. As an example I received 2 emails
from the same person a week apart. If I Reply to one, the From: address
is the default; if I Reply to the other, the From: address is the
non-default address. Any help to make the From: address consistent,
predictable, and configurable would be appreciated.
