Outlook continually stops on 'Importing User Data'. I have recreated a
profile, but I still get the same error. I have reinstalled Office

to 2007, I am the only one with this issue. I have tried the
installer with and without my .pst, that was created with Outlook
2003.

Do not import if your data is already in a PST. You will lose data and
there's no need when you can simply open the PST.
