3 ways: You could use a "SyncTool" to synchronize the Public with the
personal folders:

You could use a "PDA" synctool (like ActiveSync) that supports also the
"Public Folder of Exchange":

You could use a freeware program of Microsoft (Pocket Contact Synchronizer
1.2 ) to sync the public contacts with the personal contacts:

I donīt know if this is supported by Outlook 2003 or 2007.
