POP Server reverts to different IP address on its own.
It is some third party program that you have that is causing this. Anything
else besides McAfee?

When prompted, choose Custom Installation and *uncheck* e-mail scanning
when
you see the option.
Norton, and McAfee, products are not Outlook Express friendly, and I
don't
know of any OE-MVP that would recommend using them.
Other than that, it has to be caused by a program somewhere on your
machine
that touches OE.
