You might try using Microsoft System Configuration Utility.
It is designed to help you trouble shoot problems.
You can start (reboot) your computer with all the Startup items turned off,
if your problem is resolved them it most likely is cause by one of them.
Example of MSCONFIG can be found here
http://netsquirrel.com/msconfig/

| It is some third party program that you have that is causing this.

| Doesn't McAfee turn itself back on when you reboot? It used to.
That
| said,
| the two worst programs you can have that are associated with
Outlook
| Express
| are those made by Norton and McAfee.
|
| I use, and recommend, AVG Free:
|
http://free.grisoft.com/doc/2/lng/us/tpl/v5
| or:
|
http://www.grisoft.com/doc/40/lng/ww
|
| When prompted, choose Custom Installation and *uncheck* e-mail
| scanning
| when
| you see the option.
|
| Norton, and McAfee, products are not Outlook Express friendly, and
I
| don't
| know of any OE-MVP that would recommend using them.
|
| Other than that, it has to be caused by a program somewhere on
your
| machine
| that touches OE.

| This did not work. I turned off McAfee Virus scan as well as
McAfee
| Spam
| Killer. Made appropriate changes to email server accounts and
logged
| off
| the
| computer. Logged back on, verified that virus scan and
spamkiller
| were
| still
| off and signed on to OE. POP server reverted to 127.0.0.1.

| This is usually caused by scanning e-mail, or an anti-spam
program.
|
| Turn off e-mail scanning in your anti-virus program. It is a
| redundant
| layer
| of protection that eats up CPUs and causes a multitude of
problems
| such
| as
| time-outs and account setting changes. Your up-to-date A/V
program
| will
| continue to protect you sufficiently. For more, see:
