Isn't that independent of his View?

Your initial suggestion made me think that you were thinking that his
Current View might be Show Downloaded Messages.
Hence, Watched headers might be hidden by that view.

Depending on what he does for getting new messages though
that state wouldn't last too long normally anyway.
E.g. Watched headers seem to have the equivalent effect
of headers which are marked for download, at least as far
as synchronization commands are concerned.

So then we'd need to hypothesize a different Current View
than Show Downloaded Messages to explain the symptom. ; )

Easier just to posit that the identity's broken and suggest create a new one?

It only takes one *message* to be Watched to cause the symptom.
If you are sorting by Watched Conversation (e.g. with Group Messages
by Conversation checked) and only looking at the watched threads
which sort to the top of the message list you could be ignoring other
unread messages which are also marked Watched below the
Watched threads. Try either turning off threading and then checking
with Ctrl-u that there are no unread watched messages or create
a new view called Watched which filters out only watched messages
and see then how many unread messages the Status bar shows for
that view. If Ctrl-u finds a Watched message or if the Status bar
in a Watched view shows a nonzero number for "unread" you would have
an explanation for your symptom.
