I assume you mean format drive "C:" and reinstall the OS on drive "C:"

The information on the OE account and the location of the OE data is
stored in the User's Registry.

Such as...

HKEY_CURRENT_USER\Software\Microsoft\Internet Account Manager
HKEY_CURRENT_USER\Identities

Therefore you need to make sure the user's Registry is backed up.

I think that's needlessly complex as one can Export Internet Accounts.

The Export (and Import) function for Accounts is just not in the main
Export and Import submenu (in the File menu), but in the Accounts...
submenu (in the Tools menu). (It's a little strange that File-Import
allows to Import non-OE accounts, but not OE ones and File-Export has
no selection for exporting accounts. But I guess there's GUIs and
there's consistency and one doesn't neccessarily imply the other! :-))
