There are several possible issue there.

1)

2) If when you attempt to open the TIF file you get a message that you
need to set a file association, that's a different issue. IF you save the
TIF file and then double click it from Windows Explorer and still get the
error, you need to tell Windows what program to use. If that opens OK,
then the issue is that the File Association needs an OPEN action to keep
OE happy.
