How do I stop Exchange seaching for an Internet connection.

We have a VPC with Outlook+Exchange on it. When the VPC is connectied to the
Internet, It works fast. When it's not connected to the web, it runs slowly.

How do I confige my Outlook/Exchange to stop searching for an Internet
connection
