A little clarification might be helpful. Outlook is an email client, while
Exchange is an email server system. It is not now and never has been
accepted practice to install both Exchange Server and Outlook on the same
machine. Assuming that you have both running in spite of the inherent
problems, how is the Exchange Server setup with respect to the Internet?

the
Internet, It works fast. When it's not connected to the web, it runs

slowly.
