This sounds like it might be an Exchange configuration issue, not an Outlook client issue. You might want to pursue it with the Exchange admin experts who frequent the microsoft.public.exchange.clients newsgroup. Key factor to include in your description is whether Outlook is configured for Cached Exchange mode and the service pack level for your servers.

By the way it also happens for myself. One time address book is empty
another time when I close the outlook and open it again the address book
