Because it is not recognized as an Internet standard, either by
publication
as an RFC, or some other source (e.g., IETF), Microsoft has chosen to
ignore
it when coding their mail and news clients.

Because yEnc _is_ widely used by binary afficiandos, they tend to get a
little perturbed with Micorsoft for ignoring it.
