The fix I first posted (below) allowed me to receive emails. To
send emails with Outlook Express or Incredimail, in Outlook
Express, had to go
Tools-Options-Security
and select Internet Zone (instead of Restricted Sites Zone).
Now I am able to use my hotmail account again. I should point out
that my trouble was only with hotmail accounts. Other accounts
worked fine with OE and IncrediMail.

I was getting the error below with Outlook Express 6 when
trying to access a hotmail account. I found lot's of possible
solutions and tried all of them to no avail.
Unable to poll for new messages on your HTTP server ...
Redirected ... Error Number 0x80004005
On the same computer (running XP SP2) I also found I could not
access hotmail accounts from IncrediMail, though the error
reported was "Method not implemented".

GO TO:
INTERNET OPTIONS
SECURITY TAB
TRUSTED SITES
SITES
In the websites list, there may be the following three (3)
trusted sites (jot them down first)
REMOVE ALL THREE (3) FROM THE LIST
The following (3) were on my websites list (I removed each of
them)
*.hotmail.com
*.msn.com
*.passport.net
UNCHECK REQUIRE SERVER VERIFICATION (https)
FOR ALL SITES IN THIS ZONE
CLICK OK
CLICK APPLY
CLICK OK
