Seems like the setting for Leave a copy on server still goes off after I
have disable email scanning.

What is happening is that the anti-virus is interposing a proxy between
OE and the mail server. It is telling OE that the mail was sent even
though the server timed out and the mail was never actually sent. Turn
off email scanning. See my first post.
