Default Missing toolbar (formatting text)

Thanks for Your reply!
The first thing I do before connecting to the internet is to "secure" the pc
with anivirus software and the latest OS updates. Three of our PC's have
McCafee antivirus one have Norton Internet security. The problem persists
even if we try to change identities.
