Default How do I prevent users from Forwarding a meeting request?

Training and communication are as far as I know the only solution. Reply to
people who Accept and weren't invited by asking them who forwarded them the
meeting request. Your invitees are the only people you can easily
influence.

A senior Defence officer here once insisted that the invitees not send their
subordinate and that if the people invited didn't attend, he would make all
decisions without consulting them. They turned up to meetings!

They use the "Send as iCalendar" under the ACTIONS tab. I end up with
