While this may or may not be accurate, it doesn't seem like a
satisfactory solution, since one of the biggest purposes of AV software
IS to scan incoming email. It also doesn't seem like a necessary
solution, since there are many of us who have AV scanning of incoming
and outgoing messages enabled that DON'T get duplicate messages.

Is there another answer?

I doubt this is the answer, but I have occasionally seen similar
symptoms on my own installation from one of two causes: 1) For one
reason or another, Outlook fails to delete the message from my mail
server, resulting in it still being there the next time a Send/Receive
is done. (This only happens intermittently, of course). 2) Having a
"Move incoming messages" rule applied that doesn't include the "stop
processing further rules" step, so that a subsequent rule (like an
anti-spam rule) moves the same message someplace else.

Neither one of these seems to be what the OP is talking about.
