Default OE not recognizing that dial-up is not connected

The Online/Offline in OE doesn't necessarily mean that OE has a
connection to the Internet. The File, Work Offline sets OE to not try
any Internet communication. This could be due to manually setting that
or a previous error. The Work Offline setting is shared with IE.

Check your settings in Outlook Express at Tools, Accounts, Mail/News,
Properties, Connection for each mail and news account. What do you have
set there? If you have multiple mail accounts, each could have
different settings. If you don't have OE set there to use a specific
dial-up connection, OE won't dial. However, if OE isn't set to dial,
your settings in IE at Tools, Internet Options, Connections could still
trigger dialing.
