Select the Block Senders Key and delete it. Blocked Senders will be empty,
but you can rebuild it now.

IMHO, if you are using Blocked Senders to block spam, you are wasting your
time since the spammers constantly change the already munged e-mail
address. Message Rules isn't even close to perfect, but you do have more
options.
