Default Previous Blocked sender list gets ignored at next restart/reboot of OE

Can I assume you deleted the Blocked Senders key with OE closed? And that
you were in the correct identity when you did? Have you restarted your
machine since and then tried to add an address to Blocked Senders?

Mail or News, doesn't matter. If deleting the registry key does not work,
then you may have a damaged identity especially if it is the default Main
Identity. File | Identity | Add New Identity. Create a new one and test it.
If all is well, you can import your messages and Address Book from the old
identity and delete it.

|--------{GUID}

|--------------Microsoft
|-----------------Outlook Express

where GUID is the Global Unique IDentifier for your Identity.

2.. Under that key, you will find the following sub-keys, among
others:

|-----------------------Rules
|-----------------------Signatures

Select the Block Senders Key and delete it. Blocked Senders will be
empty, but you can rebuild it now.

IMHO, if you are using Blocked Senders to block spam, you are wasting
your time since the spammers constantly change the already munged e-mail
address. Message Rules isn't even close to perfect, but you do have more
options.
