Default Why can't I use my Contact List to send e-mails?

Under "How to mark your contact folder for use with your address book" it
says to select the folder you want to use from the folder list. I suspect I
would want to choose the Contacts folder. However, i do not have a
"Contacts" folder in the folder list. I get to my contacts by clicking on
the contacts tab in the lower left of the screen (listed with Mail, Calender
and Tasks). How do i complete this process if i have no folder to select?
