Default How do I restore file attachments in the Contacts in Outlook 2003

You can't. Exporting is not backing up and should never be used for that
purpose. It is simply converting data to some other file format and will
always incur data loss. Links are only a small part of the information that
is irreparably lost when you export.
You back up data by making a copy of the data file and storing it in a safe
place.
