Off hand, there's no reason using any online program should prevent OE
from starting. So we need more information to determine what's really

How do you close the online bible? Do you close IE or something else?

Do you have any problems using IE after closing the bible?

Do you get any error message when you try to open Outlook Express (OE)?

If you open OE before closing the online Bible, does it work OK?
