Can I assume you deleted the Blocked Senders key with OE closed? And that
you were in the correct identity when you did? Have you restarted your
machine since and then tried to add an address to Blocked Senders?

Mail or News, doesn't matter. If deleting the registry key does not work,
then you may have a damaged identity especially if it is the default Main
Identity. File | Identity | Add New Identity. Create a new one and test
it. If all is well, you can import your messages and Address Book from
the old identity and delete it.

1) OE was closed whenever I went into the registry
2) There is ONLY ONE identity on this computer
3) have re-booted multiple times since the problem
4) Have tried re-adding the blocked senders data through the OE "block
sender" menu
Everything disappears when OE is closed
5) Have tried re-importing the Key from the backup
Nothing is present when OE opens

Did you create a new identity and test it as I suggested?
