Default cannot send/receive mail--news is OK

Since my computer suddenly (and mysteriously) rebooted yesterday, I've been
unable to send or receive e-mail in Outlook Express. I've tried rebooting
(again, and on purpose!), checked with my ISP to make sure settings were
correct and that they had no server problems, but nothing seems to help.

When I hit the "Send/Receive" button to check for new mail, I eventually get
a message that says:

Your POP3 server has not responded in 60 seconds.Would you like to wait
another 60 seconds for the server to respond?

Account: pop3.knology.net
Server: pop3.knology.net

If I try to send new mail, I get the same message, but with the outgoing
mailserver instead.i

The ISP assures me this is NOT a problem with their servers, but is instead
a problem with the IE program on my computer. What do I need to do to fix
whatever is wrong? (I can send and/or read new messages in newsgroups just
fine, only e-mail seems to have a problem.)
