Okay, you're back on WinXP.
Right click the toolbar and make sure it is not locked and the Address
Bar is checked.
Now grab the handle at the left end of the toolbar and move it sideways
and up and down. If that doesn't reveal the Address Bar do the same with
the Menu Bat.

Thanks again, but in my case this is not applicable.
"back on WinXP" - yes it's always been the case of XP.

The routine you have described I implemented several times before.
And I would be be able to deal with a basic restore of toolbar
application icons,
or text, but this isn't the case.

I run two PC with Win XP Pro -( mine and my wife's).
On her PC when I click My Computers - the windows opens
showing a normal Toolbar with icons and text associate with
icons at the Top.

On my PC these icons with text are not there. So - say, when I
go "forward" clicking on drive C:\ - the windows opens alright,
but when I want to go back to previous window I cannot do it,
because I have no options / no Toolbar at the top. There is ONLY
at the top a blue ribbon with the PC icon and - My Computer - written
on the right of that icon. Nothing more and this is my problem.
The bottom toolbar shows the number of items - but it was
configured before the TOP Toolbar had disappeared.

PS
Using Windows Explorer I can click on C:\ and open a normal
Window with a Toolbar at the top, in tact.
