Default how do I change country code for south Africa from 09 to 00

Actually, it turns out that there is something you can do. You can manually
enter the new international prefix as a carrier code in the dialing
properties:
- In "Phone and Modem Options",
- under "Dialing Rules",
- enter 00 in "Use this carrier code to make international calls:"
