What is the file extension? Let me give you an example. If I right click
on a thumbnail in My Pictures | Open With, OE is not listed because it
can't open the program, a jpg or gif.

But if I right click on an eml file, such as a e-mail template I have
saved, then when I Choose Program, OE is listed.

I think you're trying to open a file that is not meant to be opened with
OE, but another program.
