Default cut and pasting an address

When you click on an email addresses on a website a pop-up OE new message
window opens with the address (without the arrow brackets) in the “To:” field.

Selecting then copying this address into another new message window’s
“Subject:” field or message body displays the address as well as a copy
inside arrow brackets.

What I’m asking is there a setting or some other fix to prevent the address
inside the arrow brackets from being copied?

No. You're selecting and copying the wrong thing.
Instead doubleclick on the E-mail name.
That will open a Properties dialog and with it you can tab
and copy the individual parts of the E-mail address.
