I run the outlook with the /cleanclientrules and the rules are still in
place. If I delete them manually I have the feeling that when I recreate
the rule it will still not work.

Where can I find the pst file you mentioned where the rules are stored?

Start | Run | outlook.exe /cleanclientrules

This parameter deletes all client based rules. Then recreate them.
Before you do that export your rules (Rules and Alerts | Options |
Export) so you can reimport them if the behavior still occurs with the
new rule.

Because the rules are stored in den pst-file it also might help to test
the pst-file with the tool "scanpst.exe" that fixes existing faults if
necessary.
