does outlook 2007 use XML for contacts and messages?
yes. that's what we recommend, along with using them as the default pst,
rather than importing the contents into a new pst.

Okay, so in that case what's the best way to completely backup outlook,
contacts and all messages including special folders and archive etc.?
Would that be to simply copy and past archive.pst and Outlook.pst onto a
new pc?

No. Outlook uses the contacts folder in either your pst or exchange
mailbox.
