Is this a sudden, new problem or an ongoing one?

I would have to guess that it pre-dates, by some time, my IE7 update. I've
just not gotten around to trying to resolve the problem.

Upon closing OE6, I receive a prompt alerting me to messages in my outbox

Why will OE6 only send successfuly upon closing the program?
